Cockrell Hill is a full-service independent municipality — not a Dallas neighborhood — with its own mayor, city council, police department, municipal court, water utility, and public library. Nearly every city department is housed in one municipal complex, which makes it a fairly simple place to find what you need.

City Hall, the Police Department, Municipal Court, the Water Department, and the Cockrell Hill Public Library all operate out of this same building, so one phone call or visit can usually point you to the right desk.

Mayor & City Council

Cockrell Hill uses a general-law "Type A" government: a mayor and five council members elected at-large to two-year terms. The council meets on the 2nd and 4th Tuesday of every month at 6:30 p.m. at City Hall; meetings are open to the public.

Council seats turn over on a staggered two-year cycle, and Cockrell Hill's next general election is set for May 2, 2026 (Mayor and Council Places 1 and 2 on the ballot). Confirm current officeholders at cityofcockrellhill.us since results can change after election day.

Police, Fire & Municipal Court

  • Cockrell Hill Police Department — Chief Daryle Ryan. For anything that isn't an emergency, call the main city line at (214) 330-6333. For a crime in progress or any emergency, call 911.
  • Cockrell Hill Fire Department — an all-volunteer department that handles fire response for the city. Emergency ambulance/EMS service is provided under contract by Dallas Fire-Rescue.
  • Municipal Court — handles citations and city ordinance cases. Court Manager: Sally Rico. Call the main city line and ask for Municipal Court, or use the options menu at (214) 330-6333.
  • Code Enforcement — Ed Woo. Code Enforcement operates out of the Fire Marshal's Office and enforces the 2024 International Property Maintenance Code plus local ordinances; uncorrected violations can carry fines up to $2,000. Contact through the main city line, option 1, for property-maintenance questions.

Building Permits

Cockrell Hill requires permits for most residential and commercial construction work, and it processes applications through an online portal rather than in person only.

Water, Sewer & Trash

The City of Cockrell Hill bills its own water and sewer service directly — there is no separate private water company to contact.

  • To open a new account, check your balance, or ask about deposits, call (214) 330-6333, option 1 (Administration).
  • Utility payments are due by 4:00 p.m. on the posted due date; payments made after that time can result in disconnection, so don't cut it close if you're paying at the counter or by phone.
  • Trash, recycling, and bulk-item pickup are coordinated through the city rather than a resident-selected private hauler. We couldn't confirm the exact weekly pickup day from public sources — call (214) 330-6333 when you move in to get your collection day and bulk-pickup rules.

Community Events

Cockrell Hill runs its own special-events calendar, and Stevie Ray Vaughan Park has become the city's default venue for gatherings — past events have included a summer splash day with water inflatables, live music, and food trucks.

Cockrell Hill Public Library

Yes — this small city has its own public library, located inside the municipal complex. Library Director: Eileen Turcias.

Getting Around Without a Car

The Cockrell Hill Transfer Location, a DART passenger facility at S. Cockrell Hill Road and Jefferson Boulevard, has served the city since 2000. DART bus routes 9, 25, 221, and 226 all terminate there, connecting Cockrell Hill to the rest of the Dallas Area Rapid Transit bus network.
